The 3 blinks is a sign of a bad ballast - the board that powers the bulb. If the tv starts when you jump the relay it means that the ballast hasn't actually failed, just that , during startup, it draws much more power than it should. This happens when the components age - they lose their insulating properties and a lot of the current going thru them is lost/shorted. The first thing you should do is to unplug it from the wall and leave it like that until you fix it - if a capacitor or a transformer from the ballast finally fails it will fry way more than just its board. You need to replace the ballast board, at a cost of around $160. Here's one

Something is wrong with the lamp or its ballast circuit - take it out and take a look at it, it might be burned. If it's ok then the tv must be opened and tested, starting with the ballast board. If you don't know how to do it the it's better to call a repaiman, it's very easy to mess it up even more.
