The self-clean function won't work.
From the manual: The main oven and companion oven are equipped with heavy-duty, porcelain - coated racks which are designed to remain in the oven during the self-clean cycle.
So they have nothing to do with your problem. From what you describe it appears that as the thermostat button is turned it either simply powers down the oven because the command wire for the clean cycle is disconnected or it trips some kind of overheat safety that is functioning incorrectly.
The oven will have to be extracted from its place, its back removed to access the thermostat button (and its wirings) and the control board which will have to be tested. This isn't the simplest of jobs so if you have never done something like this before then you will have to call a pro. The parts won't cost much (less than $100) but the labor will so shop for the most affordable one.

If the bake and broil elements will work when you set the control to bake or broil then the likely failure is either the oven control board or a failed door lock switch. Generally speaking if your range has a digital display it should indicate if the door is not closed/locking and or an error/fault code.
The Electronic Range Control (ERC) must detect a closed oven door before it will start a clean cycle and lock the door. The door lock mechanism must close a lock switch once the door has locked before the ERC will start the clean cycle.
You can try resetting the range by disconnecting it from the outlet or switch off the main circuit breaker of the home for 20-30 minutes then restoring the power. If the reset doesn't work, you may have a faulty control board or door lock assembly.
The display doesn't work on my ge model JBP21GS1WH, however the burners work fine, is there a reset or something?
No reset found in the manual. You can try this and hope it works..
Turn off the circut Breaker to the stove for 5 minutes to see if it resets. Checking around the net I've only found

My ge stove is beeping and says bad line I unplugged and plugged it back in and still does it
