Ups only puts out 80 volts when power disconnects

These type of UPS's put out a simulated sine wave on battery power. When you test these with a regular voltmeter, it tries to read it as a pure "rounded" sinewave and will nearly always report 80 volts, instead of 120 volts. If you test it with a true RMS voltmeter you'll see that it is 120. Otherwise, these units are getting older and the batteries need to be replaced every 3-4 years. When power goes out, it turns off.

Yes, that could be the case. Eventually, a battery will be unable to recharge and would need to be replaced.
You could get a new battery from a local battery specialty store like Batteries Plus or Interstate Battery, or online at www.replacementupsbattery.com. A new battery would be about $30. If you took your old battery there, they could recycle your old one, as well as match it up with the correct one you would need (BP7-12 battery).

585avr isn't working w/vista OS,

While the 585AVR is not designed for Vista, it should work. You will need to use the CyberPower serial to USB cable, and the most recent version of PowerPanel Personal Edition software. You can download the latest software @ http://www.cyberpowersystems.com/software/PPPE_V_1.2.2_Setup.exe

It may not be dead yet. Does it supply output? You have not mentioned. It would be considered dead if it does not give any output. Is the battery fine? If the battery is fine and there is no output then it may be dead.
So, check the battery for any sign of life.
Check the output.
Check output with it plugged into mains.
If all are negative then it is dead.

When there is a power surge the (power quickly off then back on), the unit doesn't provide battery power (connected items turn off), and the unit starts to beep.

just unplug the UPS and check for how long it runs on batteries, if time is short just replace the batteries. if you are using a line interactive UPS you may have to replace it by an online UPS

300 watt manual

Your not asking the right question. The answer is dependent upon how long you want the backup to work. Does a battery fit in the unit or is it alone? If you were to connect a car battery to the unit it would run for many hours, say a motorcycle battery would run maybe an hour. It is all about the time you want for run time.
