if the knob is stuck remove it and spray the valve heavily with wd-40 while pressing the stem in and out and in and out and in and out and slightly wiggling to turn. If the inside is not broken this will remove the built-up dirt that does not allow the valve to turn. If this does not help then the inner lubricant has been over-heated and stuck in the ball-valve. it cannot be fixed, only replaced.
