Reset the TV. There instructions in the manual on how to reset.

Go to the MENU and it should be under PICTURE select RESET.

prosit, If unit can be opened, I recommend you visually inspect the main power supply printed circuit board for "bad" electrolytic filter capacitors that may be faulty and failed prematurely! Lots of DIY videos at YOUTUBE that you should view before doing a "teardown" !!! Remember THIS!!! You MUST document your teardown with video or digital stills so before disconnecting any connectors to the board so you can put unit back together exactly as it was before you started any board repair work!! e.g. replacement of filter capacitors, fuses, resistors, and solder joint inspection of through-hole and or surface mounted active and passive components. You will need to obtain a replacement panel. I recommend shopjimmy.com they stock parts for many units. You may be able to find one on ebay also. I see them available there from time to time with issues like no power or audio issues. The set's are fairly modular on the inside so you could possibly take the power supply from your unit and fix another one to use.

could be a faulty connection when it happens move the plasma like rock it forward and back if it goes away then its a faulty connection if it doesnt then its the panel and not worth repairing

That sounds like the backlight system or its powersupply has failed. If you can see an ghost like image when close and at an angle near the dge (depends on the light) then this confirms the backlight being the problem.

Repair cost should be about $100. You should be able to get this fixed under warrenty if you have any. If not get repair estimates before doing anything. It should be worth fixing but it never hurts to know if it is getting close to what a new replacment tv is worth.

It may because the picture tube have got magnetized. This may happen in the presence of a magnetic field around it. Get it demagnetized. Sometimes UNPLUGGING the t.v for about five hours may cause t.v to demagnetize itself.

I have come across this a few times, one in fact last week!! The back needs to be removed from the back and the dvd section removed, Dont be afraid this is quite easy to do. lie the tv down face first and remove the stand and all screws, then remove the DVD section, should be 5 x screws and some leads that just clip off.
Then you will need a small screwdriver or a knife to prize the second dvd out, this may scratch your dvd but its better than your dvd player being broke!
Once out place the dvd player back in the set then re-screw it plug the leads back in and turn the set on and try to eject the first dvd, this should now be ok.
Once done, turn the tv off and replace the back on.
Just take your time and Obviously make sure the tv is not plugged in when removing the DVD.

IF YOU RAN YOUR SET 24/7 FOR A WHILE, BEFORE IT DID THIS ACTION, YOU MAY TRY TO LOOK AT THE POWER SUPPLY BOARD. FIND ANY BLOATED ON TOP ELECTROLYTIC CAPACITORS, HERE YOU GO: REPLACE THEM WITH SAME VALUE AND VOLTAGE.
NEED SOME EXPERTISE TO POKE IT OPEN AND INSPECT THE SET. BUT, I DOUBT IT! JUST GOT COUPLE TOSHIBA'S WORK ON, IN BOTH CASES IT WAS INVERTOR BOARD, ATTACHED TO DISPLAY. DID YOU FEEL ANY SMELL? POPPING SOUND? USUALLY, TOSHIBA'S POWER SUPPLIES ARE WELL BUILT, BUT INVERTORS ARE MADE BY PHILLIPS ANS HIGH FAILURE PART(S). YOUR SIZE MIGHT HAVE 2 OF THEM. MASTER AND SLAVE. MUST BE REPLACED BOTH. NON-REPAIRABLE, BUT HAVE DUD VALUE. STILL, LOOKING FOR COUPLE BIG ONES TO SPEND JUST FOR PARTS.

Check first if this happens if you are using dvd player or a playstation. Check if using different cables or ports helps.

Sounds like you have either a faulty Tcon pcb mounted top middle of the LCD, or a bad connection from LVDS lead to TCon. In alot of cases by cleaning the LVDS lead and reinsertig this solves the problem.

Well for the $$ I expected ya paid for it.... well yes. The thing ya see is a "Stuck Pixel" ... really shouldn't be acceptable..
