If your tv don't turn on it is usually a power supply issue.If you remove back panel you will see power supply board,usually that is where the power plug is connected to.look at all the capacitors ,any that are expanded,rounded tops,plastic shrinking away ,replace with equivalent caps from Radio Shack or where ever you get you parts from.Make sure you use voltage values that are equal or higher and be aware that they are polarized so make sure that the positive and negative orientation negative will have a - line on one side of it.

Called ghost lines or banding. I researched on toshiba thread LCD screen bad. I have same problem purchased HL196 4/07 problem appeared 1 year and 9 months ago no extended warranty. If still under warranty call toshiba. LCD screen more expensive then orginal price of TV. Should file class action lawsuit for selling defective screens. Lot of people having same problem. goforth2953
