I want to assign a new shortcut

To assign any new function you would need a software for it. Is a lot better to just use functions already on system, like Fn+F8 (on my Acer). Is just a key more.

My dell got locked how can i unlock password

For many ways for us to choose to remove our lost Windows password, which we will choose can be important. For free I recommend Kon-Boot, which is said it is very easy and maybe the fastest method. Another can be Anmosoft Windows Password Reset, which is as same as fast and easy.

I lost my administrator password

Three basic methods to bypass Windows password you can see online: The first one is to reset with your admin password. The second is using the Windows password reset disk. The third one is the reset software, Anmosoft Windows Password Reset. In my opinion, reset software can be the safe choice, if you don't want lose your data.

Will not power up just beeps

Dell uses beep codes. Beeps and pauses need to be counted. Find the service manual / WEB search and look up the possible problem(s). I would first try reseating the RAM Memory cards and then try rebooting. I often solve the problem right there. You can try 1 Ram Module at a time and see if the PC correctly boots to try to isolate if one of the ram Modules is bad and needs replacing. Very Common Problem. Try removing one piece of hardware at atime and see if that changes anything. I once had a bad wifi card short out a battery and a DVD optical drive. After those THREE pieces were removed all worked well. From there I would go thru a full checklist of NO-Boot Problems to try to isolate the problem. Good Luck.
