How new is the dryer? Is the door latching? Check the main electrical breaker for the dryer.

if it is a rubber belt like a big "O" ring it is necessary to warm up the rubber by stretching it (like you are building up your abs) it will be tight to fit but it will go on

Don't run the dryer until it is repaired iot will damage a lot of other things if you do. depending on the make and model . most are repaired through the front of the dryer the top comes up and front panel pulls off the blower is screwed onto the motoir shaft some are clockwise and some counterclock wise most are counter. always unplug before working on
