you are having a conflict with one of the devices in the computer that you have installed. when did you start having this issue, what did you do before you installed to keyboard, is this a new motherboard or i do not think it could be IRQ issue but you have two devices that are trying to use the same IRQ address and that is complex and do make any since in this day and age of computers,
you may want to try another keyboard or
go to intel forum post the issue on there site and maybe they will have an idea what else is going on.

when look at the bottom of the mouse find the manufacture label or do not remove void warranty sticker, there will be a screw under these labels and also if you have battery compartment there maybe a screw inside the housing. if all fails, than it probably a snap together and you are going to fix it or brake it.

There are many possible causes for pcs not turning on. The most common are failed motherboards and fried processors.
That is a rather old model pc, most likely it is a failed capacitor on the motherboard. Open it up and look around the motherboard. The capacitors are small cylinders usually with plastic sides and a metal top with either an "X" of "K" shape creased into the top. If any of them have popped and are leaking, they are dead.
Dust blocking the fans could also cause it to overheat and fry the processor.
