Make sure that the inner tray that the paper rests on moves through its whole range of motion. The most common problem I have run into, is that on the left hand side of the tray, where the paper level indicator is located, there is a C shaped piece of plastic that is supposed to be on both sides of the metal tray becomes dislodged and sits either on top or on the bottom of the tray and blocks the tray from moving through the full range.
