If you right, you could use external powered USB hub. I suspect that problem is hard drive. Maybe not drive itself but controller insid? enclosure. If you feel comfortable to remove just hard drive and check it using another enclosure or hard drive dock station, you will narrow what causes the problem
Vista not working
The operating system has failed, but the good thing is its still formatted with the data in files, not necessarily in any special order. Don't mess with the hard drive, like do not continue to force the operating system to start up. At one point, the Vista may click in if the original disk were to be used. The problem, it erases all data, and poof goes the pictures. The best advice is to do the following. Purchase a $30 hard drive and replace the defective drive with the new one. Purchase or borrow Windows 10. Install Win 10 (you need that for stability and security). Purchase an inexpensive EXTERNAL hard drive

yes, you could - and should - connect the external harddrive directly to your pc in case it throws errors. You will need to do this in any case to figure out, what is wrong with the drive.
Connect the USB cable to your PC and check whether the drive is recognized by your Operating System. If it fails to be detected get back to us and we will try to help you.

Okay , so there are some steps to figure out what is wrong with your external.
Firstly , if your computer makes a sound when you plug in your external ,
go to Start-Control Panel-Administrative Tools-Computer Management-Disk
Management , and see if your external drive is listed here with your
local drives. If it is listed , right click on the drive and change the
drive letter to make it appear in "my computer".
If your drive does not make a connection sound when connecting to your
computer and also does not show up , please follow the next step.
Remove the hard drive from the casing if possible and install it in your
computer case or another external case.If the drive works , the problem
is with the casing and you can ignore the drive.
Now , if the problem is with the casing , there are still 3 possibilities.
- The USB cable between the drive and the computer may be damaged.
- The circuit board which connects your drive to the interface of the external may be blown.
- The power supply (if applicable) may have a blown transformer.
The
latter is the easiest to diagnose , does your external light up at all
when you plug in the power? If not , then this is probably your problem.
On the bottom of the adapter is a label which you will be able to use
to have a new adapter made at your local electronics shop and this will
cost about $30 max. They will also be able to test the adapter with a
clamp meter to see if this is really the problem and this should be
free.
The second component you want to test is the USB cable. If
you have a printer , swop out the cables and see if your printer
functions normally. Most externals use the same connector so you should
be able to test it in this manner. If the cable works go on to the last
step. If the cable is defective , replace it with a new one which you
can find for about $10 at most electronics and chain stores.
The
last component to test is the circuit board. This is a bit of a grey
zone as you probably won't be able to spot the blown component unless it
failed really badly. With the casing already opened , locate the
external's circuit board and check to see if you have any blackened
components or fluids leaking from some components. If all the other
components of the external worked perfectly , then this is the faulty
part. It is not really economical to replace the circuit as most of the
time it is out of production by the time you need to replace it and it
still costs a lot even if it is available so if your drive is working
perfectly when connected via sata or IDE on your computer , the best is
to buy a new casing and place your old drive in the new casing.
A casing costs about $50 and you could get it at most tech shops and big chain stores like Best Buy.

Please connect your hdd and go to disk management right click on my computer on the desktop g to manage and iskmanagement ..
check your hard disk is listed there or no if yes check it have drive letter if no please right click and add drive leter.if its there then check it has a format like it writng ntfs or fat32 if there then rigt click on the left hand side pan and say reactivate if still dosent work may be u need to format it. or use a third party software like hard disk regenerator or mac disk worior...

Don't know how to upload data to new computer
Browse to the location on the new computer where you want to save the old data.
Right click and choose New Folder.
Name the folder Files from Old PC
Press enter twice and the new folder will open.
Plug the Maxtor USB into the new computer and turn on the power.
The drive will install and be given a drive letter in my computer.
Browse to the drive in My Computer and double click the Maxtor drive.
Browse to the folder where you saved the old data and open it.
Now do the keyboard command CTRL + A (select all) this will select all the files.
Click one of the selected files & drag them all to the new folder you have open and let go.
All of the files from the Maxtor will copy to your new computer.
Just got new computer w/vista. Cant download maxtor software

Open up the case
Well, since you are discarding the case, use a small flat head screw driver or something to pry the case open. Once inside, the HD will be plugged in to a circuit board and screwed in place. Unscrew it and carefuly unplug the HD from the circuit board. Then you can transfer it to another external HD housing.

yeh simple just right click on the my computer and go to manage and disk management say import foregn disk by right clicking n the left hand side pan....
Unaccessible Drive
I have seen this before and the result was becuase the encryption was activated on the device (a password set) and then the software was lost of the PC - in your case due to the reimaging. Manual installation of the software is required. It is available from:

Maxtor External Hard Drive No Power
I assume it is a USB connection? Does it also have a power adaptor or a USB dongle that has 2 USB connectors? If you cannot get it to power up, the only other option to retrieve your data is to take the HD out of the case and connect it to a PC or laptop using a SSD or SATA to USB adapter and see if you can get the PC to recognize it.
