**Make sure you download the USB Drivers, too.

The download for the PC Suite is in .zip format. You'll need to unzip it to a new folder. (You can create a new folder on your desktop)

After unzipping the file to the new folder, double click on it to open > locate the >>
Setup icon and double click on it.

This will install Motorola Phone Tools (PC Suite) on your PC.

Start the Phone Tools Program by double clicking on the icon on your desktop.

Download the Data Cable/Modem drivers and attach your phone to your PC with a USB data cable.
(You may also be able to use Bluetooth)

The PC Suite will include all of your options on the left hand side.

you can take the battery and the back off the device and place in completely submerged in a bag of white rice and leave it in there for 1 to 2 days this will help absorb the moisture, this should fix it if the water did not damage the circut boards if the water damaged the circut boards then the device is fried

i dont know you should go where you bought it and ask them what the subsidy password is.

and after that u need to configure ur set with internet settings for using internet.

It depends on what software you are talking about. if you mean for example an application like a game, then you must download to your pc a game specifically for installation on phones. these files normally have an extension of (.jar) You can then use a cable or bluetooth dongle to transfer them to your phone. examples of such applications is here. however, if you mean uploading like pictures to your v3x, then still using usb cable or bluetooth dongle, you can exchange files between pc and v3x. when you connect cable, choose to use in usb memory card mode not in phone mode. it will load it just under my computer and you can then browse it.
