Perhaps you do not already have the Harmony software installed on your PC? If not, it's on the CD and you will need the USB cable to connect the remote to PC, but that comes much later after you have constructed a configuration on your Logitec account. Then the 550 should certainly be able to show more than just the welcome message.
You don't really need the CD because you might as well download the latest software version from the Logitec website for 550, install it on PC, and get the full instructions there.
Next register using the software on PC and check that you have the the latest firmware according to the instruction manual. The on-screen guide on PC will lead you through making a configuration for your devices.
You may need ADOBE READER installed on your computer to read PDF documents.

Click on the DOWNLOAD ADOBE READER button on right side of the ADOBE home page when you get there, the follow the onscreen instructions to install the software on your computer.

Try removing the batteries and updating the program from the Harmony software. Then replace with new fresh batteries. This may not fix your problem but it often does the trick. Sometimes these remotes get "confused".
Harmonys are programmed with a computer over the internet. In order to change the input you have to log in to the account that was used to program the remote. Who programmed the remote originally?
It is not possible to put this remote into learning mode until after you hook it up to the computer.

you may have a "stuck button" this usually triggers safe mode.
check for stuck buttons if you dont have any do the following

The PS being gone has nothing to do with the problems with the TV turning on and off.
The TV clicking on and off might be related to an issue with the TV itself
Hi. This error message indicates that there is a button on your remote that is stuck down. Please do the following to get your remote working again:
1. Remove the battery from the remote. 2. Push in, and massage each button to ensure that it is not stuck down. 3. Replace the battery, and connect the remote to your computer. 4. Click 'Update Remote.'
You should just be able to press the "Devices" button and select the device of your choice.
You may have to reprogram the remote.
To do this, plug your remote into your computer with the USB cable, go to www.logitech.com/myharmony , sign into your account, identify your remote, delete existing device(s) input, and reprogram from scratch (if you remember, this doesn't take long).

and see if there's a handier way to bring things around to the way you want.
Does the 550 have a "sync" button to finalize the data installed during online programming and/or did you follow all the steps to complete the proramming for the 550? If you did, and it still doesnt work, I suggest contacting the staff at Logitech or bringing it back to the dealer from whom you bought it for the purpose of clarification or return. Or, maybe the dealer can program it for you.
Try re-entering the code for the device... keep a record of the codes you use and try one of the other available codes, they may have a better results.
