sometimes usb hard drives will not work through a usb hub.
if the drive works connected to the laptop but not the hub then that's how you'll have to use it.
it's also possible the laptop cannot power both the hub AND the drive, in whaich case you'll need a powered hub (one you plug in to the mains).

Normally this would be a 5 volt power supply, but make sure the polarity on the connector matches the power connector on the hub, check the label on the hub, sometimes it states to power requirements of the hub as well as the polarity on the connector. Normally the pin on the hub's power connector is positive (ie. +5V)

Hi you may need to install the driver for that "Hub" also make sure that it is compatible with your system? make sure that the unit is USB compatible, usually it must be a USB 1 or USB2 version.. but in any event when it is first plugged in there should be a **** **** noise that indicates that it has been inserted, Windows should then detect it and install the necessary hub drivers, if it doesn't do so, then you may have to upgrade your USB layer? Do you have all service packs installed?, or even perhaps remove and reinstall the USB layer, to do this go to control panel, and then system, then device manager, find the USB part and right click on it and REMOVE everything and reboot, then windows will reinstall the layer again, and now you should be able to insert the Hub and it should be detected, have the driver install and work.

My Targus keeps disconnecting what is connected to
This USB hub is not powered by an AC adapter. Therefore, some devices that need more power will not work well on it. You don't mention what it is you are pluggin into it, but I suspect this may be your problem. Devices like webcams pull way too much to be on a hub without AC.
