No, the issue is either with the RCA cables or the tonearm. You might also want to check your cartridge and headshell connection. Make sure the contacts are nice and clean, and securely on the headshell. Have you tried swapping out your turntables? Take the left turntable, and put it on the right channel's input, and vice-versa? This will tell help isolate the issue. If the problem just moves, then we know it's not your mixer. If the problem remains on the same side, then you know there is something wrong with your mixer.

If the problem moves, then you can safely say it's your turntable with the issue. The STR8-30's aren't the greatest quality, so it's also possible that you have a faulty tonearm or RCA cables.

You will need a phono preamp. Ipods, radios and cd players all give out a LINE level signal..which means you can plug headphones or speakers, adjust volume and be set. A turntable needs a phono preamp. Usually a dj mixer or stereo receiver with a phono input is all that is needed. A simple phono pre amp is like $20 from radio shack.

measuring that voltage wont tell you a lot of information. You need to see signals in an audio circuit and those transistors could be MOSFET and or they cannot be tested while in circuit.

Much depends on the noise and where it is originating. The deck doesn't seem well thought of and it is unlikely the manufacturer has a spare parts service - unless you have the skills needed to locate and rectify the "noise", which could be electrical, electronic or mechanical, and otherwise restore the deck it would seem advisable to replace it.
