You are right, if your laptop has no issues except in your home, your laptop is not the problem. You should read the "Communication Failures" section of my tip entitled "Understanding Wireless Networks". You can read it
here. You should troubleshoot this starting with the obvious... Are you in Range? Is there a device causing interference (cordless phones, other access points, microwaves)? If there are other WiFi Access Points in your range, verify that they are on a different channel than your router (you can do this with a free WiFi Scanner called "
NetStumbler" or "
InSSIDer"). If you follow my advice given in the article, and you still have issues, there is a possibility of the router's transmitter/receiver starting to fail.

you cannot just connect two routers one after the other- what you need to do is to set the wireless router as a "Wireless switch" - it means that it won't preforme as a router it will preform just as a broadcasting device.
you also need to set it to be on the same subnet that the first router is on- since you didn't specify the make and type of the first router it will be very hard to answer this question.
what I suggest is that you call the support of either the wireless router or the other router company and they let them know that you need to "set the wireless router as a switch to the first router" and they will be able to guide you how to do it.
Wireless
not sure what exactly you meant to ask but if you have security setup on your router and you would like to set it to unsecurded here are the steps:
1. go to the router: 192.168.2.1
2. enter your user and password - default user is "Admin", password "1234"
3. on the left side click on "Wireless" -> "Security settings"
4. in the first dropdown select "Disable"
if you don't remember the password to the router then you will have to reset it by pressing the small hole on the rounter itself for 10 second.
note that you will reset all the router's configurations back to the factory settings.

Open up your web browser and go to 192.168.2.1.
At the log in screen enter: user name is “admin” and the password is “1234.
Click on the wireless link on the left hand side
Select disable wireless
Click on apply
You have disabled the wireless

if you contact the service provider they will reset the password for you and guide you how to do it. Then once the password is reset you can change it again to one of your own. Contact them outling your problem and they will tell you how to get to the settings to change it. I hope this helps
How to set up security enabled facility
You can try these steps to configure the BR6216MG router for wireless security:
1. connect a computer to the router's numbered port.
2. launch a browser and type in 192.168.2.1, user name is admin and the password is 1234 (unless you changed it, if you do, then use that password)
3. Once you are in, click on wireless then click on Security.
4. Under Security, you can set it to either WEP or WPA. But for ease of use, I suggest you use WEP.
5. Set it to WEP then 64 bit for the key length.
6. You can then select ASCII or hex (that depends if your wireless adapter support both or one only). For hex, you can only use the letters A-F and numbers 0-9. For ascii, you can use characters, letters and numbers.
7. Set the default key. Only the key you select it in the "Default key" will take effect.
8.You can now fill the selected text box with the password that you want. Then click Apply.

Experiencing 15-25KBps slowdown and instability on L2TP
the speed sounds normal to me, once you go wireless don't expect 100% of your bandwidth, the other problem can simply be interference from other wireless signals. Best way to defend against that is WPA or other wireless encryption and changing the wireless channel. Let me know how that goes @ copter64 on AIM
