This problem is solved easily after I found the third screw to open the top cover. You will find the third screw under the top cover where the variable regulator is. But be patience, your small mistake can screw up whole system. You will need a torx screw driver set.
Remember, dismental step by step. top cover/screw/top housing.
I found my cord retract mechanisam spring broken, I didn't put new one. Cause it could cost me more. However I just took the cable out which was tangles and kinked.

You need to take apart the reel. The cord is wound over itself and kinked. Be careful taking apart because if it gets away from you, you will have to wind the spring by hand and it is difficult to do and frustrating.Good luck

A dirt collecting apparatus for a vacuum cleaner which is adapted to decrease a volume of a canister body thereby facilitating a handling of the vacuum cleaner and which has a dirt container that is easily detached from the apparatus. The apparatus comprises a dirt collecting chamber connected between a wand and a handle pipe, a cyclone part inserted in the dirt collecting chamber which converts a linear flow in the dirt collecting chamber into a cyctonical flow, and a dirt container mounted on the outer surface of the dirt collecting chamber which receives the dirt separated in the dirt collecting chamber.

acuums typically use a "Clean Impeller System," in which the vacuum impeller (or "fan") itself does not encounter dirt, because dirt is filtered from the air before the air reaches the impeller. An inlet for the hose is typically located on the side of the canister. The vacuum motor draws air and dirt into the canister via the inlet hose. The canister is at highly reduced pressure. Debris falls down in the canister. The canister may or may not be lined with a filter bag, which traps the vacuumed debris. Air goes through the filter or filter bag, then through the vacuum motor unit, and out into the ambient air. If a bypass feature is included, ambient air is used for motor cooling. The motor-cooling air is separate from the dirty air in a good workshop vacuum .

H2O Vacuum Turbo, the cord was stuck. How to fix
The re-coiling mechanism could be stuck with dirt or out of alignment. You could turn it upside down and get a long screw-driver to remove the lower cover. You will have to trust your best knowledge/instinct to figure out what needs to straighten out.
Bosch cannister vac: Cord is stuck--won't rewind
It probably is, these cords are usually 15-25' long ;-)
What you can asssume is that the cord is simply twisted upon itself and doubled up so cannot easily come out, and will not go in... therefore.
Pull gently on the cord and twist in a clockwise direction. Does the cord seem to get a bit longer? If not, or if it gets tighter, try counterclockwise. If you keep trying eventually it will loosen and you can fully extend the cord. Compare this to holding a piece of string between your hands by the thumb and index fingers. Hold one end still and twist the other 20 times (twisting the string). then relax the string between your hands. See how it immediately forms a loop? That is the problem with your cordreel too. There is a loop in there that we need to undo. Now pull a bit so you can still see the loop, and then start untwisting to see what happens. You can also do this with a YoYo ;-)
Be patient, observe, sensitize your tactile senses and see if you can figure out which direction loosens your cord - and get it out ;-)

Hopefully you wont have to take it all apart. that cordreel spring is very strong. Be careful if you do go in there.
Yanked the cord out of the vacuum
Wasn't able to find any diagrams either, but there should be some screws to take out, and the top and bottom should separate. Don't let the cord reel spring unwind if it hasn't already done so. If it hasn't, one half of the reel should come aprt so you can re-attach the cord. then put the reel back together and let it wind the cord on the reel. If the spring is unwound and/or the reel wasn't made to come apart, then you will have to replace the cord reel asm.
