Machine seems to fill with
This often is a drain hose that is too low or a drain hose that has been pushed too far down inside the stand pipe....the water is actually siphoning out of the washer. Do not "seal" the drain hose to the house plumbing pipe, this will also allow the water to be siphoned out.If drain hose is checked ok then its confirmed problem of faulty water fill valve.
the fill valve is leaking. When they go bad they can leak water without being told to by the timer. I would replace the fill valve after pulling the hose off the fill end and watching to see if water drips out.

yes there should be a water level sensor on it,it either is a small one surface mounted onto a board/timer or seperate,if its seperate you can usually blow into them and here a click or double or treble click depending on the amount of levels on the machine,you can double check switch with a multimeter when you blow into switch,with the switch removed of course.If it spins and washes ok its probably the timer.You can check spinning by dropping hose at spin on timer.
Will fill and pump out drum does not go
replace the motor they are not normally repaired.
does the motor turn when the belt is not attached make sure to check the power from the main control board to the motor.
Stoped rotating
Try to unplug your washing machine and open the lid.
If you can move drum with your hand and if it is free then programator is bad, and if you can not move it with your hand probably cause is broken transmission.

Are you sure that your washer spins? that your pump drains? You should not have this problem. Do you load your laundry properly (too much laundry- should not be more than 3/4 of the diameter of the drum)?
