sure you can recover some files (not all) using third party recovery app. and do not write data to disk untill you complete the recovery

Maxtor One-Touch 4 750gb power light flashes and goes out straight away.

Try to remove the drive and connect it directly to another computer.
If still doesn't spin up then most likely the board has failed.

How do I use my Maxtor111 on my apple Macbook Pro?

with it connected open applications and select utilities and then go to disk utility, open that and when it is loaded the maxtor should be in the list, you need to erase it, this will install the apple operating info (it should read some sort of f.a.t. to start with) you will loose all of the information on it

How do i get my maxtor 160g hard drive ready for

It is not recognized because it has not been "initialized". Need to go to the Maxtor support site and download the driver software that will initialize the drive. If you boot up windows with the drive plugged into a usb port, windows might just be able to search windows update for a driver or a small window may pop up and state that the drive has not been activated and would you like to open the activation wizard, click yes and follow the prompts.

I am attempting to transfer

With pc turned off plug the USB drive into new PC and boot it up. Now on new pc it should auto detect and install the USB drive. Now goto Computer and you will see your USB drive there. Open that up now its as easy as copying anything you like and pasting to whever you want to keep it on new pc

HI I'VE BOUT A NEW LAPTOP AND PLUGGED IN MY mAXTOR

Nothing to do with the OS. First test it in another pc to make sure the problem is with the laptop and not with the drive -it might have just died. 
Some drives need  more power to function than an laptop usb jack can provide. Make sure it's plugged in with the auxiliary power supply.

Maxtor HD has 8 pins with shunt on 5 & 6 and the

there should be a sticker on one side of the drive that tells you which pins to put the jumper on, so use the master setting if its the only hard drive your using. if its not, use the slave setting

Maxtor won't allow me to delete files that are no longer on my XP

You might not be able to see the hidden files... If this is the case you can enable XP in order to view them as follows.....

Windows XP and Windows 2003
To enable the viewing of Hidden files follow these steps:
  1. Close all programs so that you are at your desktop.
  2. Double-click on the My Computer icon.
  3. Select the Tools menu and click Folder Options.
  4. After the new window appears select the View tab.
  5. Put a checkmark in the checkbox labeled Display the contents of system folders.
  6. Under the Hidden files and folders section select the radio button labeled Show hidden files and folders.
  7. Remove the checkmark from the checkbox labeled Hide file extensions for known file types.
  8. Remove the checkmark from the checkbox labeled Hide protected operating system files.
  9. Press the Apply button and then the OK button and shutdown My Computer.
  10. Now your computer is configured to show all hidden files.

Maxtor 80gb hard disk not dtecting

You might want to try downloading this fix from Microsoft. http://support.microsoft.com/KB/908673, as your first line of attack.  The problem seems to be within your usb 2.0 hub on your computer.  See if this helps.
