The problem may be there in your hard drive, try the hard drive with another computer and if the problem persists, go to the nearest Service Center of the Manufacturer.

Try to plug it in to another PC to see if you get the same message. See if you can run a scan disk on it from Windows to see if it's bad or going bad too.

To be honest, device not recognised is a bad sign. :(

If it is listed in the many serial numbers on seagate website you can get it fixed under warranty, Info might be lost though. If it is just a power issue then that is what they will replace call first to get a solution.

Can you please provide more detail on the program you are downloading, the model of drive, and model of computer?
On the face of it, the program seems to be saying it is not compatible with the model of drive you have plugged in, or that the drive has been reformatted in a way that is not compatible.
Does the drive show up in the File Explorer / Finder of the machine?

after comment : ok, if you can drag and drop files onto it, then That means it is operational, and recognized by the system. The next question is why you can’t install the Seagate Desktop software. Where did you get the software from? Try going to Seagate Support and looking up your drive model, and doing a fresh download of the software they have for that model. Alternatively, there are other backup software packages available, Acronis, Aoemi, EaseUS, and others. You can find reliable downloads of utility software at downloads.com (CNET) or look for reviews from PcWorld or PCMagazine for their recommendations of the best paid and free backup software

I need controller for (English please)
in a computer,. or DVR or what, where does this HDD go?

Medalist 4310 (ST34310A) built in 1999 (20 years old ) why use any drive this old.
why? it's useless.
my wild guess, is this
you have a PC and ustated PC has SATA only ports (modern)
and this old old HDD is PATA drive, with ribbon cable wide.
and you think it can run on modern PC.
well they do sell cards (PCI-e) that fit and work.
4.31GB is the size , holds about 1 top movie .
are you going to boot from this drive, if yes, very complex answer I will skip here. (ask maker of card , if it can)

newegg.com has them all, any thing you can dream of , is there.
if you look.

https://www.newegg.com/Product/Product.aspx?Item=9SIA4UB8ZU9127&Description=pci-e%2c%20pata%20IDE%20card&cm_re=pci-e%2c_pata_IDE_card-_-17Z-0007-00AF2-_-Product

again, no PC stated, no OS stated.
nor of booting is needed to the PATA relic drive. from 1999.

unfortunately it appears that the internals are shot
if the funny noise is a clicking sound or squeal then the repair is a new hd unit as they are generally not repairable.
