I am going to assume you have auto-programmed the TV. If you haven't, do so and let it finish. Make sure you are in the right mode, e.g. Antenna for over the air and Cable for basic cable. If you have a set top box or satellite, that box changes the channels, not the TV. If auto-programmed it and it still won't change channels you have a bad tuner and you will need a new Main board to fix it.
