There is no way to restart it without having the lens error serviced first. Why they say restart is ridiculous, it doesn't restart! They only service Canons, they are the ones we recommend exclusively, the work through them is excellent and about half the cost of most shops.
Most likely a loose screw shorted out the power in the camera. It seems that the batteries are dead [ can't be recharged anymore ] . You need to replace them with new batteries . If you are sure that the batteries are fine , then you may check the base where the batteries set . Maybe it's rusty or some isolation stuff on it . If it's clean , then I recommend you to get your Cam to the service .
Usually you can't hear the loose screws in these when they fall out and short out the camera, although many people will say you can. When you have no power on a G7 or a G9, it is most always that loose screw problem. The screws inside should be corrected at the time of the repair so the problem doesn't happen again later. That often happens as a result of a short on this model.
