Most likely the power supply board needs to be replaced. Viewsonic is notorious for failure, it may not be worth trying to fix. If you don't know what you're doing, DON'T OPEN THE MONITOR UP TO FIX IT, THERE ARE HAZARDOUS VOLTAGES ON THE POWER SUPPLY BOARD, EVEN WEEKS AFTER THE MONITOR IS UNPLUGGED! Viewsonic 32" TV has an inline fuse. It is soldered to the power board. It is a small black cylinder. You can order a replacement fuse from aliexpress. Cost is about $1.40, but I had to purchase 10 for total cost of $14

check the source which gives you the signal for the hdmi! for an example, if you hook up you lap-top via hdmi with the tv, there is a setting on the lap-top and you choose: 1. transmit picture, 2. transmit sound, or do not transmit anything.

There are keyboard locks that will lock the remote out on all functions there and remote lock outs that will do the same for the remote but both usually will not lock just one feature out especially if the power button works on the set but not with the remote.
