I had the exact same thing happen to me. Take the bottom off, with only using a phillips head, and see if it melted the plastic that lets the beater bar rotate. If so, just replace the obvious parts damaged by going to Bissell.com. I just ordered my three parts for around $40.00, including shipping (three parts).

You are correct, the brush will continue to rotate when using the upholstery hose as stated in the user guide. The burning smell may be contributed to a couple of different reasons. Make sure the front of the vacuum is not being tipped or tilted forward when using the upholstery hose. A part of the front wheel carriage has been moved past it's stopping point by getting it caught under some object and forcing the handle down. Can't tell without examination whether or not the carriage is damaged or not, but it's a possibility.

The best thing to is to find a bissell dealer near you. most vacuums are covered under warranty and no one takes advantage of it instead they go out and spend money on something that could have been free. bissell.com would be the best resourse for that.
