These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit stage inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. Count it carefully. If you wish to get some details, check the site linked here. It has details about blinking codes, and fault locating procedure, to many popular brand TVs and other devices. LG TV Model 32CS460 black screen power light is red, then flashes if you push the tv button.
Have you checked the output voltages on your power supply. If they are good and depending on what type of set you have it could be the logic or t-con board. Your set is in stand by mode put there because the diagnostic circuits have deteted a problem some where in the circuits and will not let it power up fully to prevent damage to other circuits. Disconnect all leads from your power board and check out put voltages. Their value is stamped on the board next to each pin, if these check good move on to a logic board( if equipped) and them to the t-con board.. I am thinking you have problems on your power board. Capacitors are the least of things that can go out on that power board.

How do i pick up hd channels?
You need to subscribe to cable or satellite. OR try an HD OTA (over the air) antenna. For best results you should get a directional antenna and point it in the direction of your nearest transmitter.Indoor HD antennas don't work well unless you are very close to the transmitting tower. You really want to be on the roof, as high as practical without tall. Here is a fantastic resource that will tell you all you need to know about antennas
http://www.antennaweb.org/default.aspx This site will help you point it.If you have multiple transmitters that you want to pick up you may want to use an antenna rotor that will allow you to point the antenna in the direction of the transmitter without the hassle of climbing onto the roof.I'm sure there are local antenna installers if you are uncomfortable with climbing your roof or running the wire.Hope this helps.

Colours are not fitting the picture
Look for any jammed buttons on remote. Remove battery from it. Switch off the TV manually, and wait for some time and switch it on. Now using control panel, try resetting it to what it was.

Philips model 37PF7320A won't turn on
The power supply regulator section is not working properly. It will be best to replace this board as card basis rather than trying to make it right. Philips have used some special numbered components there, which are very difficult to get from open electronic spare part market. Contact the nearest authorized service center for Philips to buy a new board.

The TV automatically switches to the Menu option by itself
Reset the TV first and see whether it help you. To reset it, unplug it from AC mains wall socket, and replug it after 5 minutes or so. If this do not help you, the main system memory IC to your TV should be checked. Might need replacement.
