USB device should be recognized in the bios and make it first boot at the bios boot option menu.Just plug in the usb device before turning on your computer.

would be helpful to have the model number of the hp laptop.are you having problem with the cooling fan mounted on the heatsink for the CPU chip ?

If the laptop works, leave the BIOS alone, if you are not familiar with the BIOS settings, I would advise you to let it be or do some research at the HP support website. One wrong setting in BIOS and you have a expensive paperweight. You didn't supply the HP model or the OS?
