Internal battery is warning of low charge
No, it's not difficult. Just open the case and locate on the motherboard a round (about 2cm diameter) battery, like the one at the electronic watches, a little bigger. Push the little metal holder to the side in order to set free the battery. With the old battery as a sample buy a new one from a shop at your area, it is cheap enough.

If the computer shuts down after being on, also check that the CPU fan is seated flush on the CPU with thermal compound in between. If the CPU is too hot, the computer will shut down and not restart until cooled down a bit.

is your fan brand new? you can remove cover of that power supply and take out that fan put some lubricant like f2 oil. that brand i use to lubricant on scanner and printer and in fan also.

How to setup the s-video config to display on lcd
This answer is not specific to Dell, sort of a general answer but should work on your system.
Shut down your computer and make the connections between your computers s-video out and the tv s-video input. Leave your monitor attatched or you won't see anything. Also turn on the tv so that it's working.
Start the computer up and let if finish doing it's startup, it may find the connection on it's own, but probably not. Once the computer has started up and it has nothing else to startup, then right click on thre screen, bring up your display, go into the advanced tab, and from here you will have to do some hunting, what you are looking for is the output section, since from here you will have to tell the computer what is on the s-video output, ie crt, plasma, lcd. Once you have that you should be good to go.
I don't know where it is in your computer software but it should be in there someplace.
