You need to make the DVD drive the first bootable device.
F2 on boot up should take you into the bios, it should say on the first screen as you boot what key takes you into the bios/setup.
Change the boot settings to allow the dvd drive to boot first.
It should now say press any key to boot from cd/dvd when you put your installation disc in

The problem you're running into is that Dell uses proprietary parts,like quite a few manufacturers still do.The board you bought should have come with a manual on a CD or DVD.You can look through the manual and see what the connections are,they're even printed,usually,on the board beside each set of pins.It's very small print.
What you have going for you is that the Dell multi-plug is also labeled as to what wires are for each application.You'll have to cut the plug off and put individual connectors on each wire,then connect them to the corresponding pins.You can get the parts at an electronic supply store,even Radio Shack.
Just be careful,and make sure that if your hands are inside the case,the cord is unplugged.

could you open the computer and look at the CPU. Around the CPU are little canisters called capacitors. the tops of these capacitor are rounded,means you need to replace them.

Try booting into safe mode, then go to start, then run, and type MSCONFIG then click on the start-up tab, then click disable all, then click on services tabs, then click hide microsoft then click disable all, then restart your computer and see if that helps

- Remove the heat sink:
- Release the retention module clip by
pressing in on the tab and lifting the
retention module clip up.
- Pull the release lever out until the
heat
sink is released.
- Lift the heat sink away from
the microprocessor.
NOTICE: Lay the heat sink down with the thermal grease
facing upward.

most likely the fan in your power supply ... might be an auxiliary fan ... could be your hard drive.
In any event ... get yourself a good back up now in the unlikely event it is your hard drive.

DETATCH SMPS FROM MOTHER BOARD SORT GREEN & BLACK WIRE WITH A PIN AND SEE WHETHER SMPS FAN IS WORKING. IF NOT WORKING KINDLY ARRANGE TO REPLACE THE SMPS.
