Can i install windows7 on my desktop Dell Optiplex GX260

You should be able to but it would be better with more ram, maximum for that board is 2 gig, and a bigger hard drive. The graphics is also a consideration, if it's onboard you could do with a better graphics card. You could add an AGP graphics card. Specifications for that motherboard are here: Specs.

How to empty computer

First you need to be sure that the computer has the minimum system requirements to run Windows 7. You can check that here: http://windows.microsoft.com/en-US/windows7/products/system-requirements. Then determine the version of windows currently installed and choose the correct upgrade. You can watch a short help video here: http://windows.microsoft.com/en-US/windows7/help/videos/choosing-the-edition-of-windows-7-thats-right-for-you. Then follow the directions to do a clean install for the software you choose and that will clean out all the old files.
