It should say on the bottom of the base unit. I would expect 5-6 volt 500ma. That would be the size that would charge those batteries.

When they test a line from the exchange, they only test is the line is free and if there is no reflexion of the signal. Only when they com into the house and they test the point here the cable is coming in, then you can be sure the line is working to that point. Then the only thing you are responsible for is the wires in house. You can check the line to, by connecting an old phone on the wires coming in you're house. When you hear a dial tone the line should be correct. Then you should be able to setup the phones one by one. Connect the base station to the mains and the phone line. Then tr to make contact with the handset to the basestation. You even should be capable of setting up a contact between the two phones. When that works, I still think the line is not connected correct to the base station, or in house your cable has a defect.

On your phone, go to settings - phone settings - select call barring settings - here you will see options such as " Outgoing calls" International calls -incoming calls etc. Check your Outgoing call status and select "DEACTIVATE" assuming that it was activated by mistake or by previous owner to prevent anyone from making outgoing calls.
