Unplug the battery from the phone (handset) for 1 minute and also do the same for the base simultaneously, replug them and repair the to each other if you have to and then give it a try, also try and clean out the mic holes eat the bottom of the phone and make sure its not on must , do not disturb, or any other feature enabled that a would cause you to have such undesired function. I believe you are reaching a Voice Mail system (VMail) from your service provider instead of the VTech answering machine.
Suggest you contact the same person who helped you with VMail to setup the VTech to answer the line before the VMail system.
Hint; Whose voice is it that says "Beth"?
To activate the CALLS WITHOUT NUMBERS feature: When the phone is idle, press MENU/SELECT. Press VOLUME? until you see Call Block, then press MENU/SELECT. Press VOLUME? until you see Calls w/o num, then press MENU/SELECT.
Check for marginal line voltage. It should be 48 v with 23+MA of current.
Some phones have a setting for use behind a PBS that will allow for lower voltages though.
