this is a common slow blow 250v 4amp fuse.

There is a problem with the output section. The most common cause is shorted output transistors. This unit should go in for service. Without seeing the unit and testing it, I can't indicate all of the defective parts. You should expect a parts cost between $25-$45.

Its better to get the schematic diagram or a similar one to be sure, but the reason for a blow up may have to do with a s/c along the line.

measuring that voltage wont tell you a lot of information. You need to see signals in an audio circuit and those transistors could be MOSFET and or they cannot be tested while in circuit.

Much depends on the noise and where it is originating. The deck doesn't seem well thought of and it is unlikely the manufacturer has a spare parts service - unless you have the skills needed to locate and rectify the "noise", which could be electrical, electronic or mechanical, and otherwise restore the deck it would seem advisable to replace it.
