Before replacing the element you should have tested it using a multimeter.
Set the multimeter on Ohms, if it returns circuit open (infinity), then the element was bad.
Now I cannot see the details of your original problem, but if the oven is not baking and broiling, and there is no heath or heat is poor, then you need to check the temperature problem as first suspect.
This will affect behaviour of both elements.
The temp probe is located inside the oven cavity. Testing is done disconnecting the probe and reading impedance with a multimeter.
The probe must have no or low impedance at room temperature. Impedance will go up with temperature and return infinity at limit temperature.
If the temp probe is OK, then problem is either wiring harness or electronic control.
This parts are tested reading volts, but for safety reasons test on hot wires must be done by a trained technician. It is better if home user only works with power disconnected.
You can still test the wiring harness reading continuity, if circuit is close, then wire is good.
The electronic control is difficult to test, because it must be checked at component level. You just replace ERC after testing all the rest.
