That is because your have installed some proprietary software to control the wireless connection, and windows cannot use it.
So you get no connection.
Remove the surplus software and let windows take care of the connection, this should solve the problem.
How do I permanently disable the radio on a usb wireless adapter?
Hello, welcome to fixya support. If you have the driver of the device already installed, you can disable it completely from the control panel.
For windows 7:
Go to Start-->Control Panel-->Device Manager-->Expand the group named "Network Adapters" find the one corresponding to your netgear device, then right-click on it and click Disable.
Also, you can check for it in the group "Universal Serial Bus Controllers". As mentioned previously from Control Panel , expand that group and if you find a corresponding driver related to netgear adapter, just right-click on it and "Disable".
In case that you
already have netgear software installed along with your USB adapter, please disable the radio function from there.

If your computer has an SD slot, just save the drivers to an SD card, then plug it into the computer that needs the drivers. No need to burn a CD for just a single driver.
How do you manually install
Best option may be to use a computer with an internet connection, go to netgears website, locate the product you own and download the driver onto a thumb drive and use that file to install the driver on the computer with the wireless adapter.
