Our Syncmaster 740BX does not turn on the picture

That sounds more like bad caps with high ESR, the ESR will go down when the cap is heated, this is one of the tool I used to locate bad caps.

If the LCD monitor has a faint Windows image, then the LCD monitor has a back-ligkt problem and it could have a faulty inverter board or a faulty CCFL lamp.

There is horizontal lines come in screen moving

This is 2008 model year. You need to open it and look inside to see if you do have bad DC filter caps with leaking/bulging tops, this happen after about 2 years.

You may have failing TFT (Thin Film Transistor, each pixel on the screen is driven by one transistor, so there are 100 of thousands on the LCD panel
) or bad connection or failing T-CON board.

It will usually get worst with more lines as time goes by. New panel will be needed.

Two bright lines on my acer 17" lcd monitor

You have failed TFT driver in the T-CON board, in other word, nothing you can do to fix it without replacing the LCD panel.

Samsung 740N blank screen

That sounds like a capacitor or maybe a mosfet died. Usually only capacitors 'sing'.

first you need to confirm it is the backlight section that died. simple visual inspection. You want the monitor plugged into a running booted computer. If you have anything that will do dual screen that lets you know what and where something should be on the screen being tested.If not anything will work. Let the computer boot up and then you will need to get close and near an edge. What you are looking for is a ghost image of the normal desktop. You may even be able to see the mouse move around. This is the actual picture produced by the lcd. It is very faint. The backlight acts somehwat like a projector bulb and shines through the lcd panel. So if you can see anything then your backlight or the backlight power are the problem. I'm in BC so its hard to reccomend any place for parts. Most of the ones I have fixed the parts were out of California.Cost should be about $70-$100.

If the backlight isn't the problem then it is usually a power section problem. The parts are cheap but the time to find the bad one can cost a bit. If you can find a place to fix it get an estimate. Then check out the replacement price of a new monitor. The prices have dropped and sometimes it isn;t cost effective to repair even a backlight on some models.

It may gone into shutdown mode to protect itself. Try it on another PC first, if it still does not work then please read below:

My lcd monitor is always at stand by mode,

Try the monitor on a different computer. If it works, then you are having a computer problem. Usual computer problem that causes monitor to not come out of standby is a hardware issue.

If the monitor does not work on another computer, then it is broke. If you are not good with circuit boards, I suggest taking it to your local electronic repair shop for a quote on repair. Personally if it was me, I would just get a new monitor if it fails to start up on a different computer.

You have problem in the LCD T-CON board which is part of the LCD panel assembly, new panel needed, it will get worst with more lines showing up.

I would inspect all the caps, if you find even one bulging top/leak you should replace them as a set.
See failed SAMSUNG here, use good caps, such as PANASONIC FM or FC series from DIGIKEY.
