Your monitor has a 3 year warranty through Samsung. The issues you are having indicate that your video control board in the monitor is beginning to have issues. You need to get an RMA to have it serviced before the warranty runs out.

Flashing power light
The power supply inverter board usually ends up with one or two bad capacitors "sometimes puff at top" causing monitor not to power up.

Samsung monitor flickers on digital but not analog
1. this may be due to cable select and or cable not being secure at connection point
2.check your instruction manual for proper setup for digital signal to the LCD monitor and the to your video source.

How long have you had the monitor. It sounds like a defective backlight. Usually when the circuit driver for the backlight starts to go bad, the monitor will blink. If this is the case, eventually the monitor will not turn on at all.

This sounds like a power supply problem, how old is the monitor? If it is not new in the last year and is used regularly it sonds like a faulty capacitor in the power supply. If you are aware of the precautions necessary when handling capacitors and a moderatly competent solderer then you can replace then yourself - a complete set of capacitors usually costs around £3 or $5

Samsung Syncmaster 204B
Try to replace C110 and C111 in the power supply circuit. These are 820uF caps and are in parallel. I had slow start and a flicker on this same monitor. Replacing the caps fixed it. Good luck, Ryan

Flickers on start up and very slow going to normal viewing colors and lighting
FIXED: I took the advice to replace C110 and C111 with 1000uF 35V
electrolytics
(http://www.radioshack.com/product/index.jsp?productId=2102511). $3.18
and a pretty easy time prying open the case with a medium-small flathead screwdriver, disconnecting a few connectors, 4 silver screws (2 on the left & 2 on the right of the LCD), 2 black screws on the back of the metal case, 3 black and one brass screw on the PC board, and
it works like new.
HINT: Be sure to insert your new capacitors correctly (positive and negative sides). The capacitor has + and - sides (the - side was marked on mine). The bottom of the PC board (where you apply solder) has a + marked on the positive side.
For the faint of heart: I am an inexperienced and HORRIBLE solderer and know close to nothing about capacitors, resistors, etc. So, if I can do it you can too!!!

Hello,
This is a common problem with the Samsung 204B units that have been in service for a few years. Parts called capacitors in the power supply start failing and causing the board to not start correctly. The blinking power button is just the power supply restarting over and over. The monitor is easily repairable, you just need to replace the 5 capacitors that have failed. I GOT NEW PC BUT
Hello,
The 204B monitor have a known issue with power supplies that start failing and you get the "slow to show picture" problem just like you have. The monitor is very easy to repair and the parts are low cost. Here is a link to our repair guide

The Samsung 204B monitor have a know issue with failing power supplies that cause the exact problem you are having. At first they are a little slow to display a picture and the more you keep using it the longer it takes for the display to come on. The repair is simple if you can solder. You will have to check out the rest of the circuits such as the MOSFETS and caps, fuse in the inverter circuits. No bad caps that you can see? Notes: bad caps can look normal,
If you are going to DIY and already try the monitor with another PC, and have proper tools and know safety precaution then please read on:
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps).
