Go to the Toshiba Mobile support web site for you exact model. Select Drivers download. Select Windows 7 32bits or 64 bit and download the latest versions of all that relate to the Tablet module, and that includes the Wacom driver.
If you Windows is genuine you can uninstall all the Wacom drivers then execute the Check new hardware wizard ( of Hardware changes) or even Windows Update

Sounds like there might be dust inside of the laptop that is blocking one of the air vents. Plus the connectors to the screen may need to be reseated so that way the screen can be moved freely without it locking up on you and cutting off.
You have two issues going on. Bring it to somebody so they can open it up and make sure the air vents are cleaned out. Also they need to make sure the CPU fan is running properly. Then with the screen the connectors need to be reseated. Its also quite possible the screen connector might need to be replaced.
If the laptop is under warranty see if Toshiba will reapir it.

You probably know this already, but... There is a small switch in the front edge panel, next to the head phone and mic plugs. This is a manual wireless cutoff. Make sure it's in the on position.
Flip it back and forth a few times ending in the on positon. There is also an orange led that should be lit (the one closest to the switch) when it's working.
If the led is lit, and still no connection, then you likely have have a problem with the antenna or the network module itself.
You could try downloading and reinstalling the software for the wireless module. Toshiba.com/support
The module is accessed from one of the panels in the bottom of the unit. The antenna is more difficult, mounted in back of the screen.
