I,ll give it My best Shot.
The First Thing To do Is To turn off the power, and remove the battery.
Then Remove the Hard-Drive, Should Be In A Drive-Bay Underneath.

Go into the control panel and select add and remove and look for the Toshiba Power saver utility and click remove. If you are running windows 7 go to my computer and select uninstall at top.

Formatting a laptop is the same as doing it on a desktop computer.If you are using the Windows installation CD then to get the laptop to boot up with the Windows CD you can change the BIOS boot startup device and make the CD the first boot device.

If it's rebooting when trying to boot into safe mode as well, have you tried "Last Known Good Configuration"? Press F8 like you do to go into Safe Mode, and choose this instead.
If this doesn't work, on the F8 menu, you can disable automatic restart. This will cause Windows to hang instead of automatically rebooting when it encounters an error. With any luck, it will display a STOP error for you. If you get this, comment with the error and I'll be happy to look that up for you.

when computer starts up push f2 or f12 what ever your boot formate is on system its the lower left side of screen when first starts up.

place XP CD into your CD Drive that is set to boot first in your Bios.
And reboot, When prompted (usually one of first things) press any key to boot from CD" do that....
once you get to the screen that loads press ENTER to "set up XP now"
Then press F8 for the user agreement
The next page will show your previous installs.
choose yours..
Select "Install a Fresh Copy of XP without repairing"
the next page will show some options with your drives and partitions listed below.
from there you want to select the partition with your current XP install,
Then smash "D" on your keyboard to delete the partition (this is where all data is lost on the drive)!
you will need to press Enter on the next page to confirm.
and another confirmation press L
next you will see your drive press C to create an new partition
next you can just hit Enter to create partition the full size of your drive. (suggested) or you can change the size and have multiple partitions.)
once you have created the partition press Enter to install
windows will tell you the drive is not formatted and will offer you
some choices... choose NTFS Quick or Slow ( I use slow on smaller drives and quick on the big ones.)

Do you have any applications running that are consuming resources?
Can you please go to "Task Manager" and then performance and see if your CPU or Memory usage is high, if so please close the application(s) that is using it.
Also make sure you dont have lots of applications starting when windows starts.
How much memory do you have installed?

If you have the manual have a look to see how to reset or remove cmos battery which should or hopefully remove the password if you havent got the manual using another computer go to :-

www.toshibia.com and look for the manual download it and save it to the desktop or pendrive it should show you what to do
