The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.
Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy pictures from the card to the computer's hard drive, the same way you copy any other files. Or you can use any photo management program such as Picasa:

I'm not sure you can use a round filter that fits into the mouth of your lens. The manual does not say anything about thread size. But there should always fit a P type filter set. Kood has "cheap" sets. There are a lot of Chinese firms that are in this market. There are lots of other brands and it could be you can buy a filter and holder paying more than your camera is worth. A P-type adapter ring from KOOD is less than $10, and a filter from $30 (46 mm) till almost $100 for 86 MM.
Only if you are making lots of pictures in sun light and you want to have that touch more, you should invest in polarising filters, because they are very expensive. For your digital camera you only can use circular polarising filters. (That goes with every digital camera)
