Try going into the Audio Settings and set the digital audio to PCM.
If the movie you are trying to watch is the only movie this happens with, try pressing the audio button on the DVD remote to change the audio stream.
You should also set yout DVD players audio output to PCM as well.

The Insigna power light keeps turning on and off

I cannot tell you 100 percent what it is without looking at the unit but i hope those give you a idea what it could be now I have seen where bad capacitors on the power supply board have been a issue in this model before. Try the following: reset the TV to factory defaults. Power-cycle the unit (turn it off and unplug for several minutes). If the TV display doesn't improve as a result, repairs will likely be required. Service can be obtained by carrying your TV in to the place of purchase.
I have these faded lines running across the top
Horizontal lines like you describe can be caused by interference from another device. Ensure that you don't have other electronic equipment near the TV. It can also be indicative of trouble with the display itself for which repairs might be required. If needed, service can be obtained by carrying the unit in to the place of purchase.

if you check with multimeter, you know all worked fine, you need code programing of the tv, this code is for reconfiguring your tv, search by model, by device and brand, oh you need the remote control original, for solve this problem...
because the problem is programing electronic, the tv have a cpu and have a program, who can solve is expert electronic....
Powere outage yesterday - no problem until tonight
The most common problem in these types of sets is capacitors in the power supply fail.
One of the reasons for this is they cut corners using poor quality parts there; this set like all sets has what is called a standby power supply--it is up and running 7-24 even if the set is not turned on.
What I have seen before is with a power outage when the power returns the caps which were already poor get popped.
They are fairly easy to locate--you follow the power cord inside the set to the power supply board. I will post a photo in a few minutes so you know what one looks like-----any that are gone will be able to be seen--the tops are silver and must be PERFECTLY FLAT--puffed up ones mean they are gone.
I have fixed this kind of problem in many sets and also some computer towers that do the same thing.
Total parts cost should be under 25 dollars and each part only has two leads (one is a + and the other a - side of each cap). Usually there are anywhere from 2 to 5 bad caps.
Considering this is a 26 set---repair in a shop even if it is the caps may not be economical.

Insignia lcd tv model ns-ltdvd26 has sound but no picture
the pic attached is an electrolytic capacitor, they come in different sizes and are usually blue, black and sometimes yellow. depending on manufacture.
most of the problems I have heard of tvs having problems with the
electrolytic capacitors going bad. if you open the tv and see one of
those swollen or leaking you need to replace them.
