I assume you mean a stuck compressor. Sometimes an a/c unit sitting all winter will have a stuck compressor. Open the cover on the compressor to expose the terminals and switch the start and run wires. Turn the power on for a second and then switch the wires back to normal. Turn the unit on and see if the compressor starts. you can also add a start assist device which will help in low voltage conditions or if you have a tight compressor.

Sounds like you have poor insulation in that room or the unit is undersized for the room it is cooling. It should not get hot quickly is there is good insulation and is big enough to do the job. Since you do not mention the age of your home/room or the size of the room, I can't be more specific. The number of turns may or may not be an issue. Depends of which of the lines are taking all the turns. Are the lines insulated? If they are overly long this could take longer to cool down but not much else if the system in full of Freon. If you do not feel cold air coming out of the unit at all and the compressor is running then check the air filter.
