My downstairs Ruud AC will not blow any cold air.
Is the compressor running in the outside unit? If it is then check the capacitor for the fan and replace if necessary. If it's good then check the fan motor. If the compressor is not running also, check the circuit breakers or fuses and the contactor in the outside unit. Let me know what you find or if this helps, please rate it.

12000 btus = 1 Ton. A simple ballpark method is 600 to 800 Square feet per ton of cooling. Therefore using this simple method I would say that a 2 or 2.5 ton would do just fine.
With that said the best way to determine the actual size is to perform a heat load calculation on the home. The process can be pretty overwhelming if you don't do it every day. You could call a local HVAC company to perform the calculations for you or you can purchase software online for a couple of hundred dollars and do it yourself.
Either way you choose remember that a properly sized air conditioner offers less hot and cold spots in the home and keep the utility bills down.

If you have a CENTRAL air unit, you should have an overflow to a drain in the furnace area. So I don't understand what you are saying about a connection to the drain under the sink!
Do you have the make and model correctly listed? Because with your question it does not agree what I know about the Ruud Central air that you listed.
Unit turns on but doesn't stay on
If you have a non digital type of thermostat and a gas furnace, it will have an adjustable anticipater as part of the thermostat. In a normally operating system the average anticipater setting is 0.4 amps. Or simply .4 . Incorrect setting can cause the heat to turn off early or late.
If the burners are staying on but the blower turns off you could have a faulty blower motor. Sometimes replacing a faulty blower motor run capacitor will extend the operational life of the motor.
There a many other possibilities.

If you have the motor from the blower, the information should be on the motor nameplate. If there's no nameplate or information on the motor. Then to get the correct motor for your blower, you need to call your local Rudd dealer or local parts store. Give them the model number and serial number of the Rudd unit and they should be able to help you.
