Hello- I would stop using that burner immediately, it is possible that there is an electrical short either in the burner or the burner switch. This could potentially cause fire or a shock. You will need to have a Tech out to diagnose the problem. Good luck, best regards.

What this indicate is that there has been a bring up/meant wire from the wire connection from the main power supply (from the wall) connected to the burner. there are two of solving this problem bellow

put off the power supply from the wall or were ever the power supply is from to put of the the element then two unplug the wire from the wall the unscrew the range the trace the wire down to element (heat provider) from the back properly then test the round the wires and replace the weak wire among them.

You can get a wire replacement from any technician store around your local area but if you are unable to get if your self then you will have to invite a technician to visit your range in order to avoid more damage on it.

Sounds like you have cartridge fuses in your house. When only one is blown it can cause interesting results. The clock is probably feeding back through the burner. This lets enough electricity through to run the clock and othe small things but not enough for heat. Have all the cartridge in your house tested. I'll bet either one of the mains or range ones are bad.
