Pioneer AVIC-N3 GPS Receiver Questions & Answers
Do GPS's have problems on I95 in VA
If the problem is for a short distance only, it's possible you're driving under a MicroWave communications tower or under a path between towers and those signals are overloading the receiver of your GPS. This is very common with consumer GPS receivers in the vicinity of terrestrial microwave communications systems.

Sounds as if the disk is bad. You'll need to find a torrent download for the disk (there's one for the eastern part of the continent and one for the western part). If it's an .iso file you can burn it directly (as a disk image, of course, not as a file). If it's a .uif file, you can convert it to an .iso with uif2iso (http://aluigi.altervista.org/mytoolz/uif2iso.zip), then burn it. You'll need a dual-layer DVD (and Pioneer products seem to prefer DVD+R disks to DVD-R ones.)
Or you can just buy a new disk for the exorbitant Pioneer price.

My gps saids i am always in new york
If it is constantly on a singloe map location and never cuts in to navigate thjen suspect that
1) the antenna is afunctional, disconnected, or not working to lock onto satellites.
2) The chip that locates and communicates with the satellites is dead.
If it always shows a particular location when started, but does navigate to where you ask it to take you, but always returns to the base location when tuened off and then on. The program in your home address or in SETUP program your location and time zone to have it always start in Maryland.
