I changed the belt on
Sounds like the brush that the belt runs (or is supposed to run) is being kept from turning. If you can get the brush out to clean it and lubricate the ends that go into the holder clips, this should solve the problem.
With the new belts burning and smoking it appears that the motor is running okay, but as I said, the brush that is supposed to be turning is frozen solid from debris or dirt. Need to free the brush and lubricate the brush holders with some WD40.

Where does the belt go?
If you are looking straight onto the vacuum it goes on the right side around a small metal bar and then around the brush. Make sure that when you push the brush up that both caps are twisted in the correct position so it will slide easily into the grooves.

High pitched screeching/broken handle release
For the handle problem, detent lever part #2030052 and costs $4 to $5. A bearing in the motor is what is making it sound bad, part #2032211 and will cost around $60. You could try bissell.com or call them. They can at least let you know who has Bissell parts near you.

My Bissell little green machine has no suction at the hose end.
If your Bissell Little Green Machine has no suction at the hose end but good suction underneath the dirty water tank, try these steps: check for clogs in the hose and attachment, ensure the tank and filters are properly seated, test without an attachment, inspect for damaged hoses or seals, clean the machine, and run hot water through the hose. If the issue persists, contact Bissell customer support for assistance or consult your user manual for specific troubleshooting steps.
