Gateway setup is starting services
Your mistake was in trying to do a reinstall of windows. You could have, and should have, downloaded IE from Microsoft- either x86 or x64, depending on whether you are running 32 bit or 64 bit windows. Since what is done, is done, reformat the drive, and do a clean install from the disk with a newly formatted drive. That should work.

Monitor Not Receiving Signal
There is a number of things that could be bad. First is the cable between the monitor and the computer and since you said you checked all of the cable connections we can skip that. Next if you have a separate VGA board installed it may have come loose or may have gone bad. Next is that if your VGA port is built onboard the mother board it may have gone bad and in either case buying a seperate VGA card should fix the problem.

Video card for Gateway 702GE
Is there a power light on your monitor? Check your connections at the monitor. Also if you have a surge protector with individual power switches, double check that you have power to the monitor
