My washer machine is not getting water
Check to see if the screens located at the hose connections at the back of the machine are plugged.
This is one of the most common problems, when water won't come into the machine.
Also, before you hook the hoses back up, run water into a bucket to make sure water comes from the hoses.

WASHING MACHINES HAVE SPRINGS ON THE BOTTOM OF THE TUB THAT ARE MENT TO KEEP IT FROM SHAKING, LIFT THE LID BY INSERTING A SCREW DRIVER SIDE WAYS BETWEEN THE LID AND THE FRONT THEN TURN THE SCREW DRIVER, NEXT UNDO THE SCREWS ON THE RIGHT AND LEFT HOLDING THE FRONT ON TO THE MACHINE, NOW IT WILL SLIDE OFF AND YOU CAN SEE THE SPRINGS

My Estate washer ETW4400WQ1 will only work with hot water, no cold.
Sounds like you need a water inlet valve. The solenoid on the cold part of the valve isn't letting water in. And it stops at the rinse cycle and won't advance because the rinse cycle uses the cold water side only and if it dies not fill with cold water it will not advance. That will fix your problem
The washer only fills halfway
Has it always done this or just recently? Some washers have lower rinse fills then spray the water on the clothes as it goes through its cycle.
The agitator on my estate heavy duty super capacity washer only moves in one direction causing the clothes to tangle around it. It doesn't have a belt. What would the issue be?
With no model number it is impossible to be precise. First check the easy (and cheap) possibilities. The agitator has small plastic pawls (dogs) inside the upper agitator half that ratchet around the notched ring on the lower agitator half. You can see these if you pull the fabric softener cup, remove the agitator retainer bolt and lift off the upper agitator assembly. Agitator dogs (a set of 4) should be $4 to $6. (This assumes your model has a two piece agitator.)
Otherwise, is is likely the neutral assembly is broken or stuck. A small part, but difficult to access - located between the outer tub and transmission top. This type of repair is beyond many folks having limited tools and knowledge.
Will not rinse or spin
I have had similar situation with my top load washer over the years. It has been the timer 3 times and the water pump 1 time.
How I came up with it being the timer. The knob which you set it on the type wash you want. Put it on a different cycle and see if it completes the wash cycle. example if my washer is not working when I put it on heavy wash cycle I might put it on the casual wash cycle. If you change the wash cycle and it goes through the complete cycle it is probably the timer which is part of the knob you change for different wash cycles with.
If it stops when it is time to empty the tub on all cycles it may be the water pump which empties the tub. The one time I had a problem with the water pump it was a small piece of coal had the pump locked up. I never figured how it got out of the tub and to the pump but I put it back together and it worked fine.
It should not go into the spin cycle if the tub is full of water.
Two of the timers I bought cost 40 - 60 dollars. One was 140 dollars I bought a new washer that time because the washer only cost 220 dollars.
