It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size.
Stuck on one channel
Is it the tv's remote? Change the batteries
are you on a cable box? You need to use the providers channel changer. Tv is made to stay on one channel like channel 3 and the cable box runs the different channels.
Screen Flickers
There are many reasons for this fault. Contact any service technician. The main reason is with fault with its main power supply regulator board itself. If you wish to get some details; check the site linked here. Pull up older posts. Surf the site with patience.

Can't change channel using the remote or buttons on tv
Simple Fix
I had the same problem, couldn't change the channels with the remote or on the side of the TV. This was for a Vizio 37"
Here is the fix:
1. Turn on TV
2. With remote, press the Menu Button
3. Go to Antenna Menu
4. Select Auto Search
Let it search, it could take several minutes. It may not finish to 100%, mine got stuck at 79% for 10 minutes. It's fine if that happens, go ahead and cancel.
5. It should be done, your remote will work perfect along with the TV channel buttons.

Tv came back on!!! I have had my Vizio almost 5 yrs. But have to call the unhelpful customer service atleast once a year.... I hope this works for you :)
