It's because the belt is stretched out and has lost elasticity. It can turn the brush in the air but is not tight enough to turn it in the carpet. Replace the belt at least once per year even if the vacuum is never used.
Carpet Height Adjusment
In addition to the tab that contacts the bottom of the slider, there are 2 protusions on the adjustable wheel plate that move through holes in the housing, but only when the handle is tilted to begin vacuuming. The wheel plate has a spring that forces the tab against the slider. As the handle is moved to the upright position, the protusions move back through the holes, taking the tab away from the slider and the wheel plate locks in its highest position. Therefore, the position of the slider has no effect while the handle is upright and locked. Hope this helps.

More than likely if your vacuums belt keeps breaking its due to your vacuums brush roll sticking, causing a build up of friction and strain on the belt.
Try removing the brush roll and clean off any noticeable debris such as hair, or carper fibers. After putting the brush roll back into place turn it manually a few times to make sure it can move with ease.

My vax hoover burning herself what can ido nw ?
Sounds like unit could be plugged some where. If the motor is over worked that will cause it to over heat hence the smell. If it keeps smelling like this you may burn the motor up. Also see if there is suction when you start it up. If not it may be plugged somewhere.
If it's not plugged could be a bad bearing. See if the belts are working ok as well

If the hose has suction in the upright position, and the floor has no suction in the normal use position, check for obstruction in the dirt path from the agitator cavity, thru the short hose, into the lower handle.
