Such is life when you leave both monitor and pc on all the time and have them unprotected by a surge protector and have it subjected to repeated power failures and power surges. Either the hardware fails or the system software becomes corrupted. When there is a power failure, unplug your monitor and pc, wait for power to be restored and only then plug them back in. That may not stop errors from the power failure but it will stop hardware from being fried by a power surge.
I think your best bet is to take it to a shop and have them boot the computer from a Windows 7 disk (if that is your operating system). If you video card has not been fried, that should load your drivers and operate your monitor (which you will take along also.) If it can be booted, then software corruptions introduced may be fixed and disk errors fixed. If you had an autobooting repair flash drive, it alone might fix the problem. But you would have to have a rather geeky pal around to have that. One might be made using resources at Majorgeeks.
There is a wee possibility that you could try another monitor with the system and that monitor might work and you could try entering safe mode with networking via F8 at boot. Then you might try using the sfc command or error correcting programs such as Tweaking.com's windows repair and or Glary Utilities. Sorry but the repair possibilities rather shoot off in a variety of directions. Windows 7 has a number of repair options built if you can get the system to boot.
How to reset monitor
Your question is vague. However, if you need to reset any monitor generally that can be done by shutting down any computer it is connected to, then removing all power for more than 60secs. On reconnection and reboot, it should have its basic settings on. The other option is to enter the menu (on the monitor itself, go through all the options and click what you need or set it on default).

most likely capacitor problem as these caps only have a 25000-40000 hour life span. when you do replaace the monitor , turn it off when not at the computer. even though it goes into sleep mode there is still a current running through the unit cuz if you move the mouse or hit button on keyboard display wakes up. I know this because I have done boad level repair on panels
Usb ports do not work
I have a 24" Dell monitor with built-in USB and SD sockets. Sometimes I have had problems with these not being responsive. This usually comes down to electrical connection. You should do these in order, also testing for USB port availability at each step .#1 is the monitor powered up? (USB is active only when monitor is switched on with power button on front of bezel)#2 check that the USB cable at both ends is plugged in! (you need electrical connectivity)#3 check that the USB port on the PC can see another device like a memory stick#4 check your PC's software (drivers must be loaded and the USB port recognized)

I think you answered your own question--the computer works well with other monitors, but not this one.I would suspect that this one is bad.You might try to do this: Start the computer in safe mode and see if your monitor is reacting to video settings that are beyond it's capability (although if this is the case it should tell you it's out of range).If it works in safe mode, try resetting the resolution to see if it will work with the new monitor (I seriously doubt that this is the problem).

Sometimes it is not the monitor itself, the monitor gets the signal from your pc, what U could do is to upgrade your video driver to the latest version, try factory reset your monitor if the firmware was not providing a solution

You can verify that it is the inverter going out by turning the monitor on in a dark room and shining a light directly into the screen. If you cannot see anything, then something has happened to the power circuit. Perhaps the solder on the power port has gone bad, and needs to be redone, or part of the circuit board fried. The only way to figure this out is to open it up and take a look-see. If you don't wish to try this, you can always take it to a shop and have them look at it. Be careful opening it, the inverter is high voltage. Don't have any power going to the monitor if you do this.
Can I use the USB
yes you can use the usb port but let me tell you one thing very clearly there is problem with these ports either they dont recognize your usb or maybe your monitor screen flickers... so use monitor port with a lot of care and i advised you to atlest read the manual before you do anything.
